Steven Greenspan is an IT Executive with over 25 years of experience in business development, capture management, and program delivery across federal agencies and commercial clients. He is PgMP, PMP, ITIL 4, and CSPO certified, with expertise in Agile and DevSecOps methodologies.
Steve currently serves as Director of Client Delivery at RIVA Solutions, where he leads Department of Commerce programs and plays a key role in capturing DOC opportunities. In this position, he oversees mission-critical initiatives and ensures delivery of high-impact IT solutions across multiple bureaus.
Previously, Steven held senior leadership positions at Leidos, Harmonia Holdings Group, ECS, Telligen, and Northrop Grumman. His work has spanned managing multimillion-dollar IT modernization, cloud migration, and digital transformation programs for agencies including SEC, Treasury, Commerce, DISA, DOS, DHS, HHS, CMS, TSA, and GSA. Across these roles, he established a $3B emerging market pipeline, directed a $121.6M Census Fingerprint Program, led a $49.8M Cloud Center of Excellence, and oversaw global IT service contracts. His leadership consistently delivered measurable outcomes—expanding revenues, improving performance, recovering at-risk programs, and earning outstanding CPAR ratings and multiple industry awards.
Steve holds an MBA from Capella University and an MS in Computer Information Systems from George Mason University. He is also a published author, experienced public speaker, and recipient of multiple President’s Leadership Awards and two Disruptive Tech Awards (2020, 2022).
