With more than 25 years of experience in contract management across the federal government contracting industry, Rita Armstrong leads RIVA’s contracts department as Senior Contracts Manager. She manages all contracts, subcontracts, partner agreements and procurement functions from award through closeout, providing deep subject‑matter expertise in contract risk management, regulatory advisory support, and negotiations.
Rita specializes in federal government compliance, organizational process improvement, risk mitigation, and maintaining disciplined contract structures. She has extensive experience with contract lifecycle management, internal business systems, and the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS). Her career includes senior contracting roles at Strategic Technical Solutions, Robbins Gioia, ASRC Federal, SRA International, and Northrop Grumman. She is a longstanding member of the National Contract Management Association (NCMA).
RIVA’s values and commitment to its customers and employees made the company a natural fit for Rita. Originally from Maryland, she graduated from Trinity University in Washington, D.C. Outside of work, she enjoys time with family and friends, traveling, and cheering for the Commanders.
