Barbara Eberhard leads proposal operations for RIVA, instilling best practices in proposal development and ensuring proposal teams have the tools and resources they need to be successful. She brings more than 20 years of experience in managing proposal operations at large, small, and mid-tier companies, as well as expertise in writing, editing, and managing teams.
Prior to RIVA, Barbara served as Director of Proposals for Karsun, Cadmus, E3 Federal/Avantus, and Northrop Grumman. She led the capture and proposal efforts for GWACs, such as OASIS, OASIS+, and Alliant 3, as well as serving as the Contract OASIS Program Manager (COPM) at E3 Federal/Avantus with a portfolio of more than $100M in OASIS contracts.
Barbara lives in Herndon, VA, with her husband and two cats. She grew up in MA, MD, and NY, but has been in NoVA since 1987. Barbara has a B.A. and M.A. in English, and earned an Executive MBA. A lifelong learner, Barbara has earned multiple certifications, as well. In her spare time, she writes books, including seven fantasy (two trilogies), six women’s fiction, and two nonfiction.
